[HCDX]: NEWS: N Korean Number Station

NORTH KOREA

One of North Korea's regular (though not daily) random number broadcasts
was observed *1200-1226* on Nov. 9 on NF? 5863, a big drift from the usual
5870, //4770 as usual, all in KK, SIO 433. IS, opening music, usual random
number messages, music. Since these transmissions have no names, there is
no ID at the beginning or end.
