[HCDX] near perfect condx during micropower test

by WWV, at 2100 sat, just before the 2nd Borderhunter
micropower test:

MOD/QUIET-UNSET;MOD-HIGH/QUIET-UNSET 

Solar flux of 250 and K-index of 1, wow!!!
