[HCDX] Russian Language help

Greetings!

I have come across an very old tape with an Interval Signal and sign/on that I can not identify. It does sound Russian to me, so I am looking for anyone that might help IDing this station from the early '70's. No frequency known. I have a 50 second .wav file I can send.
