[HCDX] VOA reintroduces SW service for Urdu Service in A08

Starting 30th March VOA reintroduces 2 hrs of b'casting on SW for Urdu
Service after it was discontinued from 28th January:
0100-0200 hrs on 7145 11805 kHz.
1400-1500 hrs on 9580 15255 kHz.
This will definitely improve reception in Northern and Eastern parts of
India. The MW channels 972 and 1539 kHz will continue to b'cast at 
1400-0200 hrs for 12 hrs.
