The website does mention 4900 at the top, but alternating with other messages so you have to watch them alternate for a while:

Ecoutez la radio Familia en ondes courtes sur 4.900MHz dans tout le pays du lundi au dimanche, de 18h à 00h TU...

Could not find any info? It`s been reported numerous times in DXLD, including background when it first appeared.
