Getting this tonight here, other stations on the band @ 2130 UTC are:
15190 (seeing only vy weak carrier )
15195 WYFR via ASC, in English, not in //
15345 RAE
15280 is slightly stronger than 15195, fluttery propagation - I think it is also via ASC.
