I may as well reply now on lists in case anyone else is wondering.

Since logs are sorted by country of origin, if the item involves anywhere else, such as relay sites, additional countries mentioned e.g. as interference or related logs, and/or broadcasts TO the country concerned, `non` applies, meaning not only strictly about the country to which the non is appended.
