[HCDX] Unid RTTY station on 6862

I have a RTTY station on 6862 sending a channel marker at 0200 on 03 
October  ITA2 (1T1DD) at 50baud inverted:
...............osn1i(0)/osn2i(0)/osn3i(0)/osn4i(0)

OSN used to be for Oostende Radio from Belgium.  Anyone know who this 
is?  Medium signals, some fading.
