There is a digital utility station on 15815 up until 1500 UTC in Europe, so they must have switched to 15850 to avoid this. A perfectly clear channel, heard in the UK from sunrise to sunset - the signal is weak, but improves after about 1400 UTC. I believe they are on 24 hours. They are still on 6973 kHz as well.
