[HCDX] Web SDRs

I see various discussions of reception via remote SDRs.  Are these private or generally available?  Is there a list somewhere on-line?  I've found the list at websdr.org, but all of them seem to be limited to amateur radio bands except the one at University of Twente in the Netherlands, which is general coverage.
