All right, I believe it to be KNCO-Grass Valley- which I had nulled.  The guys voice was screwed up and instead of sounding like KNCO, it was like K_CO "V" or something. The "V" being part of the next word... probably. I spent an hour trying to decipher this one, hi.

OK, I'm doing it again.  I heard "...all night long ...on Coast to Coast  KPOV Talk 830..."  Bend, OR has an FM'er (LPFM) called KPOV.  Any ideas?  There was a very short gap between "C2C" and "KPOV...", but it sounded like the same guy. It didn't sound like anything but KPOV to me.
