[IRCA] KKOL-1300

KKOL was on high power this morning when I drove in to town around  
11PDT but was back on the 1kw boat rig when I drove home about 6pm so  
they are still making adjustments. The thing I can't do yet is  
differentiate between when they are testing with the day or night  
pattern. I'm sure I will find out soon enough...
