[IRCA] TP 22 July Victoria version

I don't think it was much of a morning, but given that I usually 
record with the west Flag, and inadvertently left the radio on the 
north Flag, I couldn't say for sure.

At least I heard the best signal so far this season on 1566, with a 
woman and a man in CC at 1135UT, fairly readable if one knew Chinese.
