My apologies, I guess I should have been more specific as to whom I was
referring to (the leechy politicos like Taft and our ex-mayor Bill
Campbell, who is the target of a Federal corruption probe. THOSE are the
kinds of people that give government employment a bad name and NOT the
hard working folks like Rich and Mike whom us taxpayers need MORE of.

I was a contractor for the US EPA back in the early 1980s. I'll second
that observation -- the vagaries of the political process, and the
political agendas of the appointed leaders of agencies -- those who
aren't considered "civil servants" -- were the cause of much of the
squandered potential of the agency. 
In many instances the appointed leaders received their positions due to
their effectiveness as fundraisers or political organizers, having
absolutely nothing to do whatsoever with the activities of the agency to
which they were appointed.
