[Swprograms] Radio Sweden SW to North America

The programs at 0830 and 0930 Eastern Time are at the same times for the 
summer, which means they'll be moving to 1230 and 1330 UTC.  (This means 
that next week, the programs will be one hour earlier wrt local time.)  
They're on a new frequency of 15240 kHz.

There will also be two programs from the RCI relay at Sackville.  These 
are at 0130 and 0230 UTC, and both are on 6010 kHz.
