Who is this on 9835khz at 145UTC/345am pacific? It doesnt sound like RTM Sarawak FM (Radio TV Malaysia) which I have heard here before, but much later in the day.

It kind've sounds like All India Radio from Delhi (Kingsway). any ideas?
