I have received an E-mail reply from Andrew Vitz, the state of MA ornithologist, stating that, although166.380 mhz is used for some projects, MA uses 434.000 mhz to track kestrels. Andrew says that each kestrel 's tag is coded so that each can be recognized even though they are on the same frequency.
