spurblobs at 66-67 kHz intervals, with F# tone out of 13700-AM music;

** CUBA. 13680, Feb 22 at 2110, S9+10/20 of dead air instead of

** CUBA. 5040, Feb 23 at 0309, is S7-S9 of dead air in Spanish;
something`s always wrong at RHC. But 6060 is Spanishing with rather
poor signal, while 9535 & 9650 are inaudible with K-index of 4 (Glenn

** CUBA. 5910, Feb 23 at 0316, CRI Plus in suptorted English relay at
S9/+30, but almost sufficient with volume up and close attention.

** MADAGASCAR. 6179.944, Feb 23 at 0311, S8-S9 of Aleluya hymn,
``Radiodifusora Cristiana Mundial presenta ---``, i.e. World Christian
Broadcasting, not the other TN station, and quite off-frequency. How
do you say ``worldwide`` in Spanish as opposed to merely ``world``?
Mundial already implies the greater -wide, and can`t be diminished as
an adjective (Glenn Hauser, OK, WOR)

** U S A [and non]. WORLD OF RADIO 2074 monitoring: confirmed Monday
February 22 until 1929:40 on IRRS 7290 Bulgaria, tuned in just in time
via UTwente SDR having missed the start which should have been close
to 1900:40; poor S6-S8 vs usual splash. Then I check the NW Ireland
SDR during `Feature Story News` which follows, better at that skip
distance S8-S9. Next:

** U S A. 5800, Feb 22 at 0709, S9+20 of dead air. Got to be the
WRMI-10 transmitter still/again on for some reason, amid supposed
0430-2200 (Sat -1400) break. Meanwhile, the next WRMI transmitter,
#12, 5850, which is supposed to be on until 1400, is stronger S9+40
with TOMBS, as apropos for 315 vs 160 degraz (Glenn Hauser, OK, WOR)

** U S A. 5890, Feb 23 at 0317, WWCR-4 with non-TOMBS gospel huxter
this hour but with buzz/frying sound, producing peaks around 3-4 kHz
plus and minus. May originate from programmer, E. C. Fulcher rather
than station but which does not filter it out (Glenn Hauser, OK, WOR)

** U S A. 1509.835V, Feb 22 at 2335 UT, following these reports in
this week`s mv-eko of the Arctic Radio Club:

``1510 16.2 2300 KCTE Independence MO. Seriously offset this evening
at 1509.8395. OJS/L = Odd-Jørgen Sagdahl, Trondheim, remote Loran C
(close to Berlevåg [NE tip of Norway] – 1000 meter 305 grader)

Oid/Tent Nordamerika --- 1510 17.2 0415 Tent KCTE Independence MO
stark med diverse ESPN-promos. 0346 några Missouri-reklamer så
tämligen IDad. Speciellt som den ligger väldigt snett precis som
tidigare gånger jag hört dem. Drygt 160 Hz lågt! Brummar fint mot
jämnstarka CO-stationen som ligger rätt. BOS``

Despite being much closer to KCTE, I check for such a
far-off-frequency; on the DX-398 in offset SSB compared to 1500 &
1520, there is a 1510-minus looping about NNE/SSW. On the R75 I refine
it to 1509.835 and slightly wavering het against the 1510.00 stations.
Rather than measuring it directly which is difficult with all the QRM,
I match the het pitch I am hearing in AM mode, with same pitch on
1-Hz-step tuning in LSB mode. Also rocking back and forth, 1509.835 is
very close to the center of the signal, give or take a few Hz.

Altho OJS heard it at 23 UT, I`m expecting to get it only until 2400*
which is the official FCC sunset time in February (March: 0030*), for
this 10 kW direxional *daytimer* with major lobes to NNE & SSW. Signal
gradually improves and by 2355 I make out an OSHA PSA and ESPN
mention, and if tuned up to 1510.000-LSB, the audio sounds skewed in
pitch as it should from a lower frequency centre. No ID at top of
hour, however, nor does it go off!

Soon obvious it`s amid play-by-play of silly basketball game. Still
there obvious with its het at 0005, 0021. At 0032 I switch to the
Kansas City SDR of KD4HSO and hear exactly the same het on a stronger
semi-local signal. SAM mode readouts a carrier offset of minus 162v
Hz, plus or minus 1 Hz, which is another very neat fit equivalent to
1509.838v. More BKB, still past 0100 with no ID, starting coverage of
``second half``. Of course, KCTE has FM translators, so why don`t they
turn off the AM as legally required to do? Obviously local sunset is
no barrier, as the other log above was at 0415 UT.

Axually, such extrahourity and offfrequenciness are nothing new for
KCTE; I probably had it Dec 8, 2018. This was also reported in *2014y*
along with corroboration from others:

``1509.8 approx., Feb 26 at 0649 UT, KCTE Independence MO for at least
the fourth night is on the air illegally after daytime with
sportstalk, and far out of frequency tolerance, big het upon poor
WLAC.``

The first report in my archive was on the +plus side from *2011y*, ten
years ago: ``1510+, KCTE Independence MO is still off-frequency
producing audible het against weaker stations, Feb 9 at 1416; ID at
1417. Taped the day before and then checked against a keyboard, close
to F# below middle C, i.e. circa 185 Hz above 1510 (Glenn Hauser, OK,
DX LISTENING DIGEST)`` Now I wonder if I put it on the wrong side?

Strangely enough, current mwoffsets misses KCTE now and ago with only
an interim entry when it must have managed some accuracy as possible:
