Is there a FAQ available that discusses practical aspects of design and construction of radial/ground systems for use with vertical antennas?

Not really.
For most HF installations, its best to lay down as many radials as possible as long as possible. Depending upon local ground conductivity, you begin reaching diminishing returns at lengths of 0.35 to 0.5 wavelengths and numbers of about 100 radials.
