[IRCA] IRCA vote deadline approaching

My apologies for this note to those who are not club members...(it's really
inexpensive to get a soft membership, by the way)

Just a quick note that the deadline (June 1) for casting your ballot in IRCA's
election is fast approaching.  Please take a moment to perform this important
task.   The ballot and details were contained in the 9 April 2011 DX Monitor.
