I read this in a usenet group - I have no idea whether or not it is true.

In the execution of the information campaign, the first step was to
disable the Afghani (Talibani) radio broadcast station.  The second step
was to distribute single-channel short wave radios to the people with
the food, and the third step was to orbit the nation with a
radio-broadcast aircraft which is broadcasting both on the frequency of
the destroyed radio station, and the single-channel short-wave radios
which have been passed out.
