ja täysjäsenyhdistykset ovat jatkuvassa konsultaatiossa äänestelyillään
EDXCn kanssa. Eikös se ole "elon merkki"? Tosin SDXL jättäytyy
puolueettomaksi eikä ota kantaa:
=> ""Commenting the December voting Auditors proposed forming a working
group for new statutes. The proposal's text is: ?Do you agree a Statutes
Working Group whose chairman will be appointed amongst its members, shall
start its work by 01 February 2004 to elaborate a new statute within three
months? YES OR NO? Along with your answer and in any case the proponents
invite you to appoint a member to the »Statutes Working Group» for the
case of approval of the proposal.? "
=> The result was that 6 Full Member Clubs out of 13 (AER, CSDXC, AIR,
DSWCI, HDXC, WWDXC) voted yes to the Commission for the new Statutes of
the EDXC. No one voted against. SDXL did not express their vote about this
question. Only three clubs indicated their delegates to the Statute
Commission."

italialaiset, tanskalaiset, unkarilaiset ja jotkut saksalaiset haluavat
muutoksia:
Our work
During February-March 2004 our working Group initially analysed the
various comments which appeared at the end of 2003 primarily on the EDXC
Mailing List. We concluded that it might be possible to improve the EDXC
in the following areas, compared to the Statutes which the Full members of
the EDXC agreed upon in October 1998:
- The aims of the EDXC need to be updated and get an order of priority.
- Individual DX-ers shall have the possibility to become Full members each
with one vote.
- The duties of the Deputies representing the Full Member Clubs need a
specification.
- The duties of the EDXC Officials shall be more specific.
- Umbrella organizations being Full Members shall have votes
corresponding to their number of members.
- An Article about a hyphothetical dissolution of the EDXC is missing in
the Statutes.
=> Näyttää siltä, että koska jo toukokuussa 1998 on esitetty vaatimus
EDXCn henkilöjäsenyydestä eli siis EDXCn yksilöllisestä kansalaisuudesta
eivät EDXCn täysjäsenyhdistykset ole kyenneet välittämään kansanäänes-
telijöiden tarpeita yleiseen päätöksentekoon. Myös EDXCn purkamisesta
kait ollaan tekemässä selventävä säännös.
=> Olisi mielenkiintoista tietää, mikä on SDXLn käsitys EDXCn päämääristä
ja siitä, miksi EDXCn henkilöjäsenyys alkaa olla välttämättömyys. Nimi
"Council" :han sinänsä viittaa kollegiaaliseen päätöksentekoon. Mielen-
kiintoista on se, ettei jäsenluettelossa ole paljoakaan yhdistyksiä
uusista EU-maista tai EU-hakijamaista. DX taitaa olla edelleen jakautu-
nut kahtia tai sitten vain yleinen kollektivismi murenee
individualismeiksi ja yksilöt äänestävät.
