Thanks to Paul for the link. I figured the Board just shut it down rather than make upgrades. I'll see if I can find the email for one of the Engineers I used to work with and see what unpublished dirt comes up ;)

SDPB is an oddity compared to mosr PB systems/stations. Assuming nothing has changed in it's structure since 1991.

The ITV (Instructional Television) Board as part of the Board of Regents and SD Dept of Education owns all the studio and broadcast facilities and leases space to SDPB for their offices. The ITV pays the salaries of the Production, Engineering and support staff. There is (or was) a somewhat complicated billing and payment structure between the 2 entities for locally produced programming, SDPB pays a small fee to the ITV to air evening programming paid for by SDPTV. SDPR has a similar arrangement with funding for various locally produced programming, Dept. of ED pays for instructional programming, Dept. of Health for some of the overnight rural clinic support broadcasts, State Legislature for covering their sessions, etc.

It all seemed like an accounting nightmare but as long as my paychecks didn't bounce I never worried about it. When the video lottery was voted down the first time is when I got laid off and I suspect it had something to do with KUSD-AM not being rebuilt since once the video lottery was reinstated SDPB got a much smaller share.
