Because the steps are just lip service, in my cynical opinion.

The FCC has long said that it will shut down interfering services, but
the onus is on the hobbyist to diagnose and identify the interference
source, versus designing non-interfering services to begin with.  Then
the hobbyist has to complain to the BPL provider and the FCC; there is
no mention of how timely the FCC would respond to such a complaint.

Both hams and SWLs have asked the FCC to require bpl providers to
proactively notch out relevant SW frequencies, but the FCC nixed that
idea.
