``WINB Unknown Signal --- I was interested to hear the reference to
WINB in the latest World of Radio. The mysterious data emissions of
WINB were the subject of considerable discussion at this year's NASB
conference here in Washington.
I don't know if anyone has publicly disclosed the content of this
nonbroadcast data. But the apparent connection between WINB and
Parable Broadcasting is notable. Parable is one of the companies
waiting for an FCC construction permit to build an International
Broadcast station.
The principals of Parable hold executive positions at Ursa Navigation
Inc. (UrsaNav), a LORAN company in Massachusetts; and at Tagence, an
IT firm in Virginia. While its shortwave station will be in Illinois,
Parable is based in Virginia. UrsaNav was the co-applicant with
Parable for a local permit to build a purported international
"Christian" radio station in Kane County, IL.
UrsaNav is licensed for microwave station WRAL663 at WINB's site in
Red Lion, PA.
Independent consulting engineer Alex Pilosov raised questions about
WINB and Parable in an FCC filing. Excerpts:
"In 2018, WINB applied and received authority to broadcast DRM
content, specifying 10 kHz emission bandwidth and emission code of
10K00G9W (single 10 kHz data channel).
"WINB did not disclose any transmission of private data in its
application for 'DRM datacasting.' In fact, WINB is transmitting
standard DRM signals in the upper 5 kHz portion of its assigned
spectrum, and non-DRM digital data in the lower 5 kHz.
Such transmissions are not permissible per [FCC Rule] §73.758, nor are
they part of the DRM specification. Furthermore, WINB itself confirmed
that the lower 5 kHz is, in fact, 'a data stream.'
"It can be reasonably inferred to be experimentation of shortwave data
transmission engineered by UrsaNav, in order to be used by Parable,"
Pilosov wrote.
None of the UrsaNav/Parable principals have backgrounds in religious
broadcasting - or any broadcasting, as far as I could determine. I
believe Parable has no real evangelistic mission but will function as
a private data link to overseas financial centers.``
