S=9+20dB in Qatar at 23.40 UT.
Other different VoTIB odd frequencies, varies in 23 - 00 UT time slot, 
hopping

9853, 9863, 9873, 9878 kHz lets to mention some of the varies ...
similar entries seen in Aoki Nagoya list of today April 27.
I guess the other possibility
VoTIB via Dushanbe Yangi Yul Tadjikistan is rather xxx3.000 exact kHz 
frequency.

Where inthe recording is the 1500 UT point? I don't hear Chinese, probably 
Kazakh.

HFCC lists all Kazakh, Chinese in Aoki 1300-1400 and EiBi 1500-1600.
Minority services have these one hour Chinese transmissions, usually at 
1500, identifying as "Minzu Guangbo".

Listings across HFCC, Aoki, and EiBi call it CNR 17 in Mandarin, but it sure 
didn't sound like Mandarin, linguistically or musically to me. Can it 
possibly be an extension of Kazakh into the 1500 hour?

Any help appreciated!
