9920 voice activated modulation?  I see a rather crazy modulation  in the waterfall Note on how the signal is depended on audio and compare it with the signal history as shows instead the spectrum analyser  ! All remain info is disclosed under the video in description:

From now and for an unknowntime, at least for 3 years, I will not use any radio except the remote SDRs forDXing. Recently we moved from the village back to the city in a space thatprohibits the use of desktop DXing, a place flooded by high levels of noise inthe LMHF bands. The radio is now used mostly for FM, for news listening.we runpolitically lively condition with always very interesting twits every day ..

6090 Shiokaze  has been   head on 1707 via the Irkutsk kSDR with fair signal, No info on eibi noted for that time. Japan Intl is only shown in HFCC   New tune in 1659 and was recorded  till 1804 Finally after stopping the recording I heard a clear ID as “Kochirawa ASR Shiokaze hoso desu” with immediate sign off before 1805
Two recordings have been made FYI  They also show which kSDR  has been used.
