[HCDX] Help with UNID

Hello. I heard a broadcast that I couldn't ID:

UNIDENTIFIED
6200, Jul.24, 0127-0131*, Arabic, signal strength from 3-7 units but audio
is too low. Man in Arabic. Couldn’t hear ID @0130 but at 0131 transmitter
shut down. Mostly under the noise level,SINPO=25221.  Tried again last night
(Jul.25) but couldn't hear it. I'll try again tonight, but in the meantime
maybe someone can tell me who they are?
