[IRCA] Mexico to fill up X-band along border?

Patrick Martin was quoted by John Plimmer, RSA as saying that Mexico plans to
add a lot of X-banders along the border operating 10 kW day and night, which
would cause a lot of QRM to the north. I am trying to find out the source of
this info so I can research it further. Anybody know? Tnx, Glenn Hauser
