origin is true ?

have seen WRTH page #639 or PDF #14 page item of RBA site in Australia, noted just Sept 11 at 15.05 UT 11824.990 kHz of RBA Burmese outlet, usual all Kununurra txions are oddly some minus 10 to minus 30 Hertz on
lower sideband.
but today 11620 kHz in English noted at 15 UT on much e x a c t 11620 kHz -- as usual noted from Tashkent Uzbekistan
bcast center site outlets instead.
